Enbridge Gas Ohio is hiring a Construction Project Specialist with general supervision experience who will be responsible for developing and managing more complex mechanical, civil, and electrical project budgets and schedules, such as complex input to project design and pipeline and related facility installations from a construction perspective. The Specialist will read and understand construction drawings, as well as works with Engineering and Supply Chain to develop contract specifications, evaluate bid submittals, establish value contracts, issue purchase orders/purchase requisitions, and communicate contractor awards.

Here's what you will do:

  • Manage a more complex program schedule for all employees including project construction, contractor milestones, and operating groups involved in service outages.
  • Support day-to-day activities in the field.
  • Track contracts, submittals, change orders, and overall construction costs.
  • Track historical construction cost data for use in future project estimating.
  • Perform more complex quality control inspections (including construction, environmental controls, and safety requirements) and punch list completion during construction.
  • Communicate effectively with clients, contractors, and site personnel.
  • Ensure all projects are completed within the project schedule and approved budgets.
  • Evaluate the efficiency and effectiveness of portfolios, programs, projects, construction, and any other functions associated with capital projects.
  • Ensure permits required for construction projects are identified and acquired for all assigned projects.
  • Work with Engineering to understand needs associated with commissioning, temperature constraints, pickling/odorizing and ensures incorporation of these needs into project planning and project execution.
  • Regularly review and update applicable construction standard practices, specifications, and procedures.
  • Provide support to other Project Specialists on complex to highly complex projects.


    Who you are :

    You have:
    • A Bachelor's degree and 5+ years directly related experience OR an Associate's degree and 7+ years of directly related experience OR a High school diploma and 9+ years of directly related experience.
      • Directly related experience can come from pipeline construction, project management, project oversight, project coordination, documentation management, direct construction, inspection, prior supervisory or leadership, design experience, engineering, or a related field.
      • Preferred Discipline(s): Civil Engineering, Construction Management, Mechanical Engineering, Project Management.
      • Preferred License: PMP
      • Knowledge of engineering principles for civil, mechanical, electrical, and structural projects.
      • Strong planning, organizational, and project management skills.
      • Strong team building and customer relations skills.
      • Strong verbal and written communication skills
      • Proven ability to manage a portfolio of projects within a large geographic area.
      • Previous experience managing project financials from inception through completion, including cost versus value considerations.
      • Experience in leading presentations for management review/consideration.

        You are:
        • Proficient in applying engineering principles for accurate project completion.
        • Proficient in Microsoft Project and Microsoft Office Suite (Excel, Word, Outlook).
        • Skilled in developing, implementing, and managing new construction and/or improvement projects that enhance the overall reliability, efficiency, and safety of the facility.


          Working Conditions:
          • Office Work Environment 76 -100%.
          • May require occasional domestic travel and overnight stays - up to 25%.
          • Requires prolonged use of a computer keyboard and scanner.
          • Exposure to high-voltage electricity.
          • May require working unscheduled overtime and weekends and/or holidays to complete projects or meet deadlines.
          • May be exposed to chemicals, including but not limited to, flammable gases and liquids, toxins, pesticides, corrosives, and petroleum products.

            Physical Requirements include but are not limited to:

            Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

            Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
